The Important Background of the Problem
Since the technological progress, free trade, and international
investment have recently played important roles of stimulating to develop a
country in the Information Age, the government of several countries realizes
the importance of higher education. Then, they have increasingly encouraged
students to get educated at schools and universities abroad for their broader
perspective and in‐depth understanding of culture, custom, including
multilingual communication ability and international business. According to
the statistics of OECD, British Council, and IDP Education Australia, the
overseas study shows the greater economic tendency and opportunity. In
2003, the number of university students studying abroad was approximately 2.12
million, a number which is projected to increase to 8 million by 2025. This would
be roughly a three-fold increase over the next 20 years, so in Thailand, we are
interested in developing and strengthening the potential and capacity of
international university education service in terms of quality and quantity. It
will help improve the potential of international education service to be
readily liberalized with regard to General Agreement on Trade in Services
(GATS) of World Trade Organization (WTO). In 2003, most member countries
demanded the higher education to be the first product of the 2006 free‐trade
opening which would lead to the high competition of international education
business. And, according to Department of Export Promotion, Ministry of
Commerce (2005), the information shows “the international education
business, which has the high potential in Thailand, should be supported
because it will possibly bring a great number of incomes into the country.”
Therefore, this supporting will help and reinforce Thailand’s role of an
educational center for sub‐regional and regional levels, including directly
benefit the manufacturing sector of the entire country. And, especially the
industry and core strategy service will be able to do an open business, and to
network with the production department of other kinds of industry in the
regional level and global market efficiently. Finally, the dimension of
education will be internalized.
Because GATS assigned the WTO member countries to gradually open
so many service markets of each area including education with negotiating
every 5 years that they can finally have the free service markets, those
markets will eventually be guaranteed by adhering to the member countries’
obligations under GATS. Also, the owners’ overseas institutions, teachers,
foreign lecturers, and students from each member country can be certain that
the member countries will not definitely set their limitation for the service
market opening that exceeds the obligations. Apart from the market opening
under the framework of WTO, Department of Trade Negotiations in Thailand is
still negotiating the market opening under the framework of ASEAN and FTA
with some different countries, China, India, Australia, Bahrain, and Japan.
Their negotiation is to ask these countries to open the market for Thailand
while they are trying to negotiate and convince them that the market opening
of Thailand will be very beneficial for most Thais.
According to Matichon Newspaper (July 30, 2005), Association of
Institutional Research and Education Development (AIRHED) President Dr.
Wijit Srisa‐arn stated in the academic conference of AIRHED on research for
national institutions that to build the capability of Thai education competition in
era of change, the strategy and approach of Thai higher education reformation
must have been set by producing and developing educated workers. Also, MD
Charas Suwannawela, Chairman of the Thailand Research Fund stated at the same
conference that opening the free education was inevitable because the education
has provided many services as the products, such as quality assurance,
examination, and etc. Thus, the free trade opening is not quite business, but
international education and co-operation for developing graduates. Moreover, the
current Thai government should necessarily launch non-compulsory education,
such as Thai cooking school, music, dancing, boxing, language, arts and crafts,
massage, and spa into the world market of education.
Thai universities have redirected themselves to be ready for what is about
to happen in Thai education because Office of the Higher Education Commission
set the 15-year education plans No.1 (1990-2004) and No.2 (2000-2014) to
develop the internalization of the Thai higher education and regional opening
which lead to the rapid expansion of international curricula in the Thai
universities. In addition, the education plans No. 7 (1992-1996), No. 8 (1997-
2001), and No. 9 (2002-2006) were set to maintain the internalization of Thai
universities by supporting Thailand to be the educational center of ASEAN,
determining the policy of developing Thai higher education and opening for
Internalization-Regionalization, and building the competition capability of
creating the long-term self-reliance learning society by the Thai wisdom approach
(Office of the Higher Education Commission 1997, 2001, 2003).
As mentioned earlier that the Internalization-Regionalization of Thai higher
education, Office of the Higher Education Commission consequently sees its
importance and focuses on enhancing the standard and performance of higher
education institutions for the international standard level of academia and lesson
plans to be able to educate foreign students with the standard quality. The policy
of supporting Thailand to be the educational center of ASEAN in the 15-year
education plan (1990-2004), No. 7, and No.8 was also set in the education plan
No. 9 (2002-2006) with the standard. Apart from the Office of the Higher
Education Commission’s support, the government has supported the international
education by centralizing Thailand in ASEAN and offering the free trade of
education in services regarding GATS. This leads to many more competitions of
international education business in Thailand, and also increasingly raises the
development level of Thailand’s capability in terms of higher education to the
international level (Office of the Higher Education Commission 2001, 2004).
Rajabhat Universities, where were formerly called Rajabhat Institutes, are
universities for the regional development under the Office of the Higher Education
Commission and the same university system in Thailand. The word “Rajabhat”
which is part of the compound word “Rajabhat University” means “servant of the
motherland or man of the King.” His Majesty King BHUMIBOL ADULYADEJ
of Thailand graciously analyzed and bestowed this word, and also granted
permission to use his Royal Emblem as the symbol of the institute, so all of the 41
Rajabhat universities are formed completely to educate and guide students to be
able to save Thailand from power possession and ignorance. Due to this
universities’ duty, the universities crucially focus on the education that truly
contributes a great advantage and development to the country, that is, they must
search for and apply a new idea and theory that follow his Royal Thought. His
Royal words, which inspire the universities’ principle, are that the true purpose of
education is to contribute the knowledge, thought, including healthy characteristic
and mind to enable an educator to live their safe and peaceful life. Also, they will
be able to practice as many of their good deeds for themselves and other people as
they can. Thus, all of the people who get involved with education should focus on
developing the education only with regard to this purpose (Office of Rajabhat
Institutes Council 2002:12).
To meet his Royal words, the Rajabhat universities formed the higher
education by applying the universities’ main principle and the new theory to
develop the region and country. This will strengthen and maintain the country’s
intellect, and also use the advantages of natural resources and environment in the
country with harmony and sustainability to lead to setting the important duties of
the universities. Before undergoing the name change and gaining the Act of
Rajabhat University since 2004, Rajabhat universities were previously rooted by
the Acts of Teacher College and Rajabhat Institute. The Act of Teacher College
was to form teacher colleges as research and academic institutes where aimed to
educate and produce teachers with the Bachelor’s degree, to do a research, to
support the profession and academic standard of teachers, lecturers, officials, and
education administrator, to maintain culture, and to serve people academia in the
society (Department of Teacher Education 1991:1). The Act of Rajabhat Institute
was to form Rajabhat institutes as universities to develop the regions with the
purposes of offering academia and advanced diploma. In addition, the universities
aimed to do a research, serve people academia in the society, improve and provide
technologies, maintain art and culture, produce teachers, and support the academic
standard of teachers respectively (Division of Teacher Education 1997: 2).
Currently, Rajabhat institutes changed into Rajabhat universities where have been
administrated under the Act of Rajabhat University of the year 2004. The
universities mainly aim to develop the regions where reinforce the country’s
intellect, recover learning, praise the local wisdom, and create arts for the strong
and long-last progress of people in the country. Moreover, they can participate in
managing, maintaining, and utilizing the advantages of natural resources and
environment with harmony and sustainability. As well, they purpose to educate
people, encourage academia and advanced diploma, do teaching and a research,
serve people academia in the society, improve and provide technologies, maintain
art and culture, produce teachers, and support the teachers’ academic standard (the
Act of Rajabhat University 2004: 2).
To direct Rajabhat universities to be international universities not only sets
the prudential vision and idea, but also the mission which is required to follow the
Act of Rajabhat University of the year 2004. Consequently, Rajabhat universities
must focus on the education management and production of graduates with the
excellent knowledge and ability by using the education management methods,
such as developing the curricula, and etc. They must also maintain art and culture
by contributing knowledge and serving people art and culture in the society, and
must simultaneously manage academia in services for the society. Furthermore,
Rajabhat universities have the very vital missions that are to produce teachers and
the academic standard of teachers and to develop all the methods of encouraging
the teachers to publish their academic and creative researches, promoting their
ethics and morals, and maintaining their venerability. Directing Rajabhat
universities to be international universities without the prudential vision, mission,
or any exact directions used for the purpose of strategy, development, and
practical plans will cause the management problem and disruption, and
uncontrollable graduate production. Hence, they must necessarily set how the
management purpose can proceeded to reach the achievement. When they can set
it clearly, the universities’ management will certainly become potential and
successful. According to the study, if Rajabhat universities are successfully
directed to be internalized in the future, they will eventually become the genuine
university. Because the educational researchers are interested and curious that the
Rajabhat President, Vice President, Dean, Associate Dean, and management team
play such the important and great roles of directing the universities to reach the
achievement, Legislative Department presently allows the Act of Rajabhat
University of the year 2004 to become effective and to set the missions for
Rajabhat universities. However, to succeed in directing Rajabhat universities
raises some questions which are what they can do to reach the achievement, what
the pattern they should have, and how they should manage their own resources,
people, budget, and academic plan to be able to be successful. And, if the
perspectives’ former successful knowledgeable people and executives at Rajabhat
are studied, they will probably lead to thinking, analyzing, and developing the
management of Rajabhat universities under the new laws that each Rajabhat can
use to manage their own university to be internalized finally. Therefore, the
purpose of this research is to present the effective methods of management which
follow the good government management, and to succeed in the Rajabhat
university management to continue the internalization steadily and sustainably.
The important missions previously mentioned force Rajabhat universities to
set the new direction of management which will lead the universities to the
purpose planned, and provide a great number of advantages to the country as the
Act of National Education of the year 1999 and the Act additionally corrected (No.
2) of the year 2002 states especially in the section 6 that Thais need to get
improved and educated to be knowledgeable, ethical, and to be able to live in the
society happily (Office of the Higher Education Commission 2002: 5). To be able
to live in the country truly happily, we need to make people living only in a region
happy. This is the very important mission of Rajabhat universities. The word
“region” describes the characteristic of the society, especially the one at the
regional level, villages, districts, provinces, or any parts of the country. Also, to be
able to make people in the society or region happy needs the education
management because it is one important factor that can make them in that place
live together happily. Thus, the government realizes that the word “region” is
important. They have to think if all regions in the country are progressive or
developed, the country where is the national center will get developed too. Then,
to be able to develop the country also needs to depend on an educational institute.
From this viewpoint, the government changed the status of all 41 Rajabhat
institutes in the entire country into universities because being a university in the
region will present the close relationship to people in the region, and will develop
that area through the way planned. Also the universities truly and deeply know
about the condition, environment, and truth of that area. Therefore, that the
government supports the education management by changing Rajabhat institutes
of each province in all parts of the country into universities makes them see the
flexibility which can be used to develop and support the local wisdom with the
possibly high potential.
To be able to make Rajabhat universities potential and meet the need and
problem of the region really needs an administrator who can decide how they will
manage the region to follow the policy of the Act of Education of the year 2004.
And, to succeed in managing the Rajabhat universities with their planned purpose
is to be able to manage them effectively and differently from Rajabhat institutes’
planned vision, mission, pointer, purpose, strategy, activity, and budget. That the
vision of Rajabhat universities management is set under the Act of Rajabhat
University of the year 2004 is the future picture of what way the universities will
be directed to reach the highest achievement of being the universities for the
region development. Somkieat Pongpaiboon (2003:1-2) mentioned that the
characteristics of the universities for the region development consist of identity
which is related to the management focusing on the importance of Rajabhat
universities. Therefore, Rajabhat universities are directed along with the
environment relation, that is, their characteristics are related with the community
‘s assistance, and based on the community’s trust. They are a problem center
where searches for the local wisdom and continues on using it to solve the
problem. And, they create the new knowledge themselves by selecting and
screening the wisdom and science to solve the problem. Then, the importance
leading to the success conforms to the good management. For example, Sirot
Ponlap (2001:3-5) used it to be a guide of developing Suan Dusit Rajabhat
institutes until he could reach the achievement. He mainly held the goal or purpose
of the institute by setting the future scenario, vision, or look clearly. That is, he
changed his attitude of considering the employees as the institute’s resources into
as human beings. He changed the way to use an individual into team to manage
the institute. He also changed the vertical management into the horizontal one.
Previously, he had focused on an employer, but instead he changed to focus on the
process by using information technology for the management. He had emphasized
on the evaluation, but he changed to focus on the development. Likewise, he used
to focus on efficiency, but he focused on effectiveness instead. As a result, this
idea of management should be used to manage Rajabhat universities, and can
make the management effective truly. And, if the executives of the universities
have the clear future vision of the management, the management will certainly be
successful and effective before the efficiency will happen. Finally, Rajabhat
universities will be able to be international.
To manage Rajabhat universities, apart from setting the clear future vision,
needs to set the mission under the Act of Rajabhat University of the year 2004. In
a conclusion, Rajabhat universities must aim to manage the education and educate
the graduates to gain the knowledge, ability, and superiority by using the pattern
of education management, such as the curriculum development, and etc. Rajabhat
universities must maintain art and culture by contributing the knowledge to people
in the society, and serving them art and culture. This should be committed along
with the academic management in services for the society. The universities have
the very crucial mission, such as producing teachers and the academic standard of
teachers, and developing all the ways to encourage the teachers to publish their
academic and creative work, to be ethical and moral, and to be able to behave
themselves as venerable teachers. If Rajabhat universities are managed without
any directions, visions, and set missions, and without any purposes set for strategy,
development, and action plans, there will be the problematic management which
will cause the disruption and uncontrollable graduate production. Thus, Rajabhat
universities really need to set their own purpose, or to set how the management
purpose can be successful. When the universities clearly set the purpose, the
management will definitely result in the potential management of the universities,
and lead to the universities’ goal to turn them into international universities
finally.
The strategy is the main principle of management because the idea from
information news will lead to screening and setting the vision, mission, and
purpose. This strategy is performed to develop the plan consecutively. If Rajabhat
universities do not set the ideas for the strategy, development, and action plans, the
management will not be able to be successful as they want. However, the
management needs information news to be a chief information officer. And, the
data integration needs to have a chief operation officer who can make a good
decision of the management because they who manage these Rajabhat universities
will report or file information news, management information, or action
information to the top executives of the universities. The top executives have the
power to make a decision to lead the universities to where they want. The reason
that the executives can decide for the management themselves is the universities
are the education institutes where are the corporation. Thus, we can say that
managing Rajabhat universities under the Act of Rajabhat University of the year
2004 is the management process to meet the successful purpose, vision, mission,
and strategy, development, and action plans. This follows all of the policies of the
universities and the Act of National Education, including the Act of Rajabhat
University. Therefore, setting the vision, mission, purpose, policy, and important
principle is to make the management flexible, which is related with budgeting in
terms of performance base budgeting that is beneficial to the management of
Rajabhat universities very well.

to live in the country truly happily, we need to make people living only in a region
happy. This is the very important mission of Rajabhat universities. The word
“region” describes the characteristic of the society, especially the one at the
regional level, villages, districts, provinces, or any parts of the country. Also, to be
able to make people in the society or region happy needs the education
management because it is one important factor that can make them in that place
live together happily. Thus, the government realizes that the word “region” is
important. They have to think if all regions in the country are progressive or
developed, the country where is the national center will get developed too. Then,
to be able to develop the country also needs to depend on an educational institute.
From this viewpoint, the government changed the status of all 41 Rajabhat
institutes in the entire country into universities because being a university in the
region will present the close relationship to people in the region, and will develop
that area through the way planned. Also the universities truly and deeply know
about the condition, environment, and truth of that area. Therefore, that the
government supports the education management by changing Rajabhat institutes
of each province in all parts of the country into universities makes them see the
flexibility which can be used to develop and support the local wisdom with the
possibly high potential.
To be able to make Rajabhat universities potential and meet the need and
problem of the region really needs an administrator who can decide how they will
manage the region to follow the policy of the Act of Education of the year 2004.
And, to succeed in managing the Rajabhat universities with their planned purpose
is to be able to manage them effectively and differently from Rajabhat institutes’
planned vision, mission, pointer, purpose, strategy, activity, and budget. That the
vision of Rajabhat universities management is set under the Act of Rajabhat
University of the year 2004 is the future picture of what way the universities will
be directed to reach the highest achievement of being the universities for the
region development. Somkieat Pongpaiboon (2003:1-2) mentioned that the
characteristics of the universities for the region development consist of identity
which is related to the management focusing on the importance of Rajabhat
universities. Therefore, Rajabhat universities are directed along with the
environment relation, that is, their characteristics are related with the community
‘s assistance, and based on the community’s trust. They are a problem center
where searches for the local wisdom and continues on using it to solve the
problem. And, they create the new knowledge themselves by selecting and
screening the wisdom and science to solve the problem. Then, the importance
leading to the success conforms to the good management. For example, Sirot
Ponlap (2001:3-5) used it to be a guide of developing Suan Dusit Rajabhat
institutes until he could reach the achievement. He mainly held the goal or purpose
of the institute by setting the future scenario, vision, or look clearly. That is, he
changed his attitude of considering the employees as the institute’s resources into
as human beings. He changed the way to use an individual into team to manage
the institute. He also changed the vertical management into the horizontal one.
Previously, he had focused on an employer, but instead he changed to focus on the
process by using information technology for the management. He had emphasized
on the evaluation, but he changed to focus on the development. Likewise, he used
to focus on efficiency, but he focused on effectiveness instead. As a result, this
idea of management should be used to manage Rajabhat universities, and can
make the management effective truly. And, if the executives of the universities
have the clear future vision of the management, the management will certainly be
successful and effective before the efficiency will happen. Finally, Rajabhat
universities will be able to be international.
To manage Rajabhat universities, apart from setting the clear future vision,
needs to set the mission under the Act of Rajabhat University of the year 2004. In
a conclusion, Rajabhat universities must aim to manage the education and educate
the graduates to gain the knowledge, ability, and superiority by using the pattern
of education management, such as the curriculum development, and etc. Rajabhat
universities must maintain art and culture by contributing the knowledge to people
in the society, and serving them art and culture. This should be committed along
with the academic management in services for the society. The universities have
the very crucial mission, such as producing teachers and the academic standard of
teachers, and developing all the ways to encourage the teachers to publish their
academic and creative work, to be ethical and moral, and to be able to behave
themselves as venerable teachers. If Rajabhat universities are managed without
any directions, visions, and set missions, and without any purposes set for strategy,
development, and action plans, there will be the problematic management which
will cause the disruption and uncontrollable graduate production. Thus, Rajabhat
universities really need to set their own purpose, or to set how the management
purpose can be successful. When the universities clearly set the purpose, the
management will definitely result in the potential management of the universities,
and lead to the universities’ goal to turn them into international universities
finally.
The strategy is the main principle of management because the idea from
information news will lead to screening and setting the vision, mission, and
purpose. This strategy is performed to develop the plan consecutively. If Rajabhat
universities do not set the ideas for the strategy, development, and action plans, the
management will not be able to be successful as they want. However, the
management needs information news to be a chief information officer. And, the
data integration needs to have a chief operation officer who can make a good
decision of the management because they who manage these Rajabhat universities
will report or file information news, management information, or action
information to the top executives of the universities. The top executives have the
power to make a decision to lead the universities to where they want. The reason
that the executives can decide for the management themselves is the universities
are the education institutes where are the corporation. Thus, we can say that
managing Rajabhat universities under the Act of Rajabhat University of the year
2004 is the management process to meet the successful purpose, vision, mission,
and strategy, development, and action plans. This follows all of the policies of the
universities and the Act of National Education, including the Act of Rajabhat
University. Therefore, setting the vision, mission, purpose, policy, and important
principle is to make the management flexible, which is related with budgeting in
terms of performance base budgeting that is beneficial to the management of
Rajabhat universities very well.
