Abstract

This research aims to develop an international education policy proposal of Universities in Criteria to order used to be used as a standard criteria for managing international education. Methodology of the study was divided in to three phases: 1) the investigation of contexts for the proposal 2) Development of policy proposal and 3) to examine the proposed policy. The policy proposals were developed from the information obtained from research in the early stages of the study by organizing workshops and public stakeholders to consider.

The results of the research were as follows. The policy offers Rajabhat Universities also needed to integrate international management education programs, establish the international colleges order to achieve the national and international level. Moreover, be there should the course focuses on the interdisciplinary. The five missions are: 1) to produce graduates with knowledge, experience and professional skills in accordance with the requirements of international standard 2) an activities or projects that enhance as a moral, ethical and beneficial to society, 3) develop knowledge and process knowledge that is appropriate morality, ethics to at society ASEAN community. 4) provides academic services to society, both at national and international level, 5) maintain and distribute of Thai cultural heritage.

The results of the study offers an international education policy for the government in the areas of philosophy, missions, goals and visions. The details are intended to lead to several results of visions and missions requirements and offers an international education policy of the University. The data was based on data from a variety of sources by the triangle in the first step. The principle involved the integration of international stakeholders. In the development and monitoring of policy proposals in step two and step three to make sure that the proposed policy is appropriate, useful and possible for using.

Limitation of the Study and Sampling

The population and sample

The study population included 40 university locations across the country, organized by geographical region is divided into 8 groups by the administration to include faculty and students of the university.

Sample In this study included a total of 9 of the Rajabhat university. Data providers and administrators, instructors, and students from the four geographical regions by How random stratification.

Research Methodology

Research process about the proposed policy of international education at Rajabhat University aims to develop a proposed policy for education of Rajabhat University by policy research which consists of 3 phases including:

1) Context study to prepare policy proposals

2) Development of policy proposals

3) Monitoring policy proposals

Phase 1 Study of context to create policy proposals by various research methods. Focus on multiple data sources) according to triangulation approach, by each methodology will be parallel to the same time. And information received from each type of research will be used in developing the draft policy proposals with equivalent status design as from the concept of mixed methodology research (mixed methodology) (Majchzak. 1984 referred to Wirot Sanrattana. 2548: 14) as following:

1. The analysis of documents (documentary Study)

2. The interview (in-dept interview) with Rajabhat University President on the International of Rajabhat University

3. The survey of population and staffs of Rajabhat University

4. The multiple case studies (multi-case study).

4.1. International education in 3 Universities in Thailand: Assumption University, Mahidol University and Phranakhon Si Ayutthaya Rajabhat University.

4.2. International education of Overseas Universities

Phase 2 Development of proposed policy research in two steps as following:

Step 1 in-depth interview with experts and target group discussion.

1. The in-depth interview with experts (experts interview) both internal and external

2. Workshop group stakeholders. (Stakeholder group operational seminar).

Step 2 proposed policy revisions

Phase 3 Validation proposed policy to examine for ensuring that proposed policy in the education of Rajabhat University which appropriate and applicable.

Surindra Rajabhat University is a higher educational institution which aims to reach international standard and to produce graduates who have the quality to meet the needs of the labor market.

Rajabhat university is an institution with a strong focus on producing graduates who are excellent in conducting international education, research and educational services in order to be accepted by international scholars.

Provide international curriculums which use English Language as a mean of teaching to meet international quality.

Rajabhat university provides international educational integrated programs, freely established such as the international College to get national and international acceptance. The courses focus on the interdisciplinary,taught by specialist teachers and promote research. with the availability of facilities and technology.

Using the criteria in the evaluation of national agencies such as Commission on Higher Education (CHE), the Office for Standards and Quality Assessment (Soms.), Office of Public Sector Development (OPDC) and evaluation of each of the University Council.

Recommendations from the findings

What should be done.

Each university should have a plan and policies. International education is clearly a short four-year plan and a plan to encourage 15-year-long process because the ASEAN countries has been active in international education in the field were scarce.

Suggestion

What should be the first priority.

1. The Board of Directors to determine the course of international significance. And is expected to have the possibility to manage the course.

2. The level of performance of students assigned by the University Council, an international education policy should be to contribute to the preparation and implementation.

3. Create and cultivate an international understanding to the people all of the university to build confidence in the international program.

4. Promote such international agencies, both public and private sectors. The guidance and education to the students to know the benefits and importance of education in the curriculum.

5. In international education administrators need to encourage teachers and students play a role in educational publishing fame. The results are clear to international Provide a basis for acceptance of other people and organizations.
